Unai Emery is keen on signing a new right-sided attacker this summer but have financial problems.
According to Sport, Arsenal have made an offer to sign Malcom on a season-long loan with an option to sign the Brazilian permanently.
Barcelona, however, would prefer to sell Malcom this summer but the clubs who are willing to meet their €40m (£35.8m) valuation do not interest the 22-year-old.
