Tottenham know the way how to make the right choices during transfer windows. They signed Dele Alli, Son Heung-min, Davison Sanchez and all players, who joined Spurs as youngsters have gone on to improve.
Now, Spurs cannot fight with Europe’s heavyweights in the transfer market. But there are youngsters, that could come to White Hart Lane to help Jose Mourinho in the race for the Premier League title and Champions League place.
Here are five U21 players, Tottenham should target this summer, according to football.london.
Dejan Kulusevski, Parma
Juventus signed Kulusevski from Atalanta for €35.00m and sent him out on loan to Parma. His loan ends in the summer and he will not find his place in the line-up under Maurizio Sarri. This will be the chance for Mourinho, to sign him on loan. The Sweden international is versatile, but he has predominantly been used on the right this season. He registered an average of 0.25 expected assists per 90 minutes this season.
Dušan Vlahović, Fiorentina
Vlahovic joined Fiorentina from Partizan Belgrade in 2018 and failed to score in his 10 games in debut campaign. But in the next season, he scored eight goals in 24 games in all competitions. Vlahovic is averaging 0.37 expected goals per 90 minutes this season.

Takefusa Kubo, Mallorca
Kubo joined Real Madrid from FC Tokyo last summer, but he hasn't made any appearance for the Spanish giants. He is currently on loan at Mallorca. He completes 6.54 dribbles for every 90 minutes he spends on the pitch, which is an elite return. Kubo has scored three goals and provided two assists this term - but he possesses raw ability in abundance.
Boubacar Kamara, Marseille
Kamara could fit at Tottenham, as a replacement for Jan Vertonghen. He is averaging 2.8 tackles per game this term. He’s also adept at bringing the ball out from the back, registering an average of 1.3 dribbles per Ligue 1 match.
Rafael Leão, Milan
Leao has been likened to Kylian Mbappe. He is fine dribbles, who possesses excellent close control. His expected goals average is the third-best of young players in the top leagues.
